Foreign Driving Licence UAE: Who Can Convert Without a Test, Documents & Costs

Last Updated: July 2026 | By Omar Al-Fayed, Senior Automotive Consultant | Fact-Checked By: Emirates Cars Editorial Team | Category: Driving Rules & Fines

If you have just received your UAE residence visa, converting your foreign driving licence is one of the first administrative steps. Residents from 57 countries can exchange directly — no road test, no driving lessons — across all seven emirates. Everyone else must complete a full UAE driving course. This guide covers the complete process for Dubai (RTA), Abu Dhabi (TAMM), and the Northern Emirates (MuroorKhous), including which countries qualify, what documents you need, and what it costs. If you are still looking for a vehicle after conversion, our used car buying guide covers the full purchase process for expats.

Legal Disclaimer: The information provided in this article is for educational purposes only. UAE traffic laws, licensing procedures, eligible country lists, and government fees change periodically. Always verify current requirements directly with the RTA (Dubai), TAMM (Abu Dhabi), or the Ministry of Interior MuroorKhous portal before visiting. Visitor vs Resident: The Rule That Catches Most Expats Off Guard

Visitors can drive on a valid foreign licence for the duration of their visit visa. No conversion needed. Residents — anyone holding a UAE residence visa and Emirates ID — must hold a UAE driving licence. The right to drive on a foreign licence ends the moment the residence visa is stamped.

An International Driving Permit (IDP) cannot be converted into a UAE licence. An IDP is a translation document for temporary use abroad. UAE residents cannot use it as a substitute for a UAE licence.

🚨 Critical Risk: Driving as a UAE resident on a foreign licence exposes you to fines that can exceed AED 5,000, vehicle impoundment, and — most importantly — insurance rejection. If you cause an accident without a valid UAE licence, your insurer can refuse the claim entirely, leaving you personally liable for repair costs and third-party damages. This is the single most expensive mistake new expats make in this area. For information on how insurance claims work in the UAE, see our insurance claim guide.

The Two-Part Eligibility Test

Most guides only mention the issuing country. The RTA actually checks two things together:

  1. Is the issuing country on the eligible list?
  2. Does your passport nationality qualify for that country’s entry?

For the 20 exception countries (see next section), any nationality qualifies. For all other countries on the list, only nationals of that country can exchange directly. This is the most common reason applications are rejected or sent for testing.

ℹ️ Practical example: An Indian national holding a valid German licence can exchange directly in Dubai — Germany is an exception country (any nationality accepted). The same Indian national holding a valid Polish licence can also exchange directly — Poland is also an exception country. But that same individual holding a valid Bulgarian licence cannot exchange directly — Bulgaria is on the eligible list, but only for Bulgarian nationals.

The 20 Exception Countries: Any Nationality Can Exchange

These countries have the broadest eligibility. If your licence was issued by any of these 20 countries, you can exchange regardless of your passport nationality. Your original licence is not surrendered for any of these countries.

Special Cases: Singapore and Texas

Singapore: Singaporean nationals are eligible, but must pass a knowledge (theory) test at an RTA-approved driving institute before exchange. No road test required. RTA lists the total fee for this route at AED 1,070 (knowledge test included) plus the eye test separately.

Texas: RTA lists Texas separately from the rest of the United States. A Texas-issued licence is nationals-only and covers light vehicles only. A US licence from any other state is open to all nationalities (exception country rule) and covers all categories.

Licences and Territories That Are Not Eligible

Even if the parent country is eligible, the following are specifically excluded by RTA:

  • US territories: Puerto Rico, Guam, North Mariana Islands
  • British territories: Jersey
  • Learner or provisional stages: Canadian G1/G2, New Zealand restricted licences, and equivalent provisional categories from other countries
  • Expired licences: Must be valid on the date of application

If Your Country Is Not on the List: Your Options

India, Pakistan, Bangladesh, the Philippines, Egypt, Nepal, Sri Lanka, and most other Asian and African countries are not on the eligible list. You must complete the full UAE driving school programme: theory test, parking/yard test, and road test. Total cost typically ranges from AED 2,000 to AED 4,000 or more depending on the number of test attempts.

Golden Chance initiative: RTA offers experienced drivers from non-eligible countries one direct attempt at the practical road test without completing all standard training hours. If you pass, you receive your licence immediately. If you fail, you must complete the full programme. Ask your chosen driving school about eligibility at enrolment — it is not guaranteed for every applicant.

Understanding UAE road rules before enrolment will save you time and money on theory tests. Our UAE traffic fines guide covers the rules most commonly tested.

Where to Apply: Dubai, Abu Dhabi, and Northern Emirates

The eligible country list is the same across all UAE emirates — it is set at the federal level. What differs is the authority, the process, the fees, and the application portal. If you live outside Dubai, the process below applies to you directly.

Dubai — Roads and Transport Authority (RTA)

In-person centresAbu Dhabi Traffic Department (Al Muroor), Al Ain Traffic Department, Western Region Traffic Department (Madinat Zayed)

Eye testConducted at approved opticians near Abu Dhabi Traffic Department centres
Processing timeTypically same day for eligible countries with complete documents — verify with TAMM
NoteAbu Dhabi requires an eye test and active Emirates ID, same as Dubai. Translation requirements follow the same federal list.

Northern Emirates — Ministry of Interior MuroorKhous Portal

Sharjah, Ajman, Ras Al Khaimah, Umm Al Quwain, and Fujairah all process licence exchanges through the Ministry of Interior’s unified MuroorKhous service — either online or at local traffic departments.

Sharjah in-personSharjah Traffic Headquarters — Industrial Area 1, near Al Wahda Street
Ajman in-personAjman Traffic Department — Al Jurf
RAK in-personRas Al Khaimah Traffic Department — Al Nakheel
Total feeApproximately AED 600 + eye test (MARKET-ESTIMATE — verify at moi.gov.ae before visiting)
Processing timeTypically 1–3 working days — same-day issuance varies by centre and workload
Note on visa emirateIf your residence visa is from a Northern Emirate, apply at that emirate’s traffic department — not Dubai RTA. Cross-emirate applications require additional documentation (employment letter, trade licence of Dubai branch).

ℹ️ Key rule for all emirates: Apply in the emirate where your residence visa was issued, unless you work in a different emirate and can provide supporting documentation. The eligible country list and translation requirements are identical across all seven emirates — only the fees, centres, and portals differ.

Processing Time

ScenarioTypical Time
Eligible country, complete documents, in personSame day — printed licence at counter
Online application, all documents uploadedSame day — digital licence via RTA app
Translation required (submitted same day)Allow 1–2 additional working days
Licence must be surrendered (countries in table)In-person visit required for surrender step; otherwise same day
Busy periods (end of month, post-holidays)Allow 1–2 extra hours for queue at centres

UAE Licence Validity and Renewal After Exchange

Your first UAE driving licence obtained through exchange is valid for 2 years if you are 21 or older (1 year if under 21). Upon first renewal, the licence becomes valid for 5 years for expatriate residents. UAE and GCC nationals receive 10-year licences.

Renewal can be completed online through the relevant emirate’s portal. A late renewal penalty of AED 10 per month applies after a one-month grace period past expiry. All outstanding traffic fines must be settled before renewal is processed. For an overview of traffic fines that might block your renewal, see our RTA black points guide.

Can You Drive While Waiting for Your UAE Licence?

If you apply in person and your licence is not surrendered, you typically receive it on the same day — no gap period applies. If your original licence must be surrendered (see countries table), ask the RTA counter whether they can issue a temporary driving permit or processing receipt valid for road use. If no interim document is issued, do not drive until the UAE licence is in hand.

Scam Prevention: What to Watch For

🚨 Most Dangerous Trap: Unofficial brokers and typing centres in areas like Deira and Al Barsha sometimes offer to “handle” the licence exchange for a service fee of AED 300–800. The services they offer — submitting documents, translating, booking — are all things you can do yourself for free or at standard rates. More seriously, some of these brokers submit incorrect documents or use uncertified translators. An application with an uncertified translation is rejected immediately, and you lose the fee. Always apply directly at an RTA centre or through dls.rta.ae.

Translation Fraud

If your country requires an Arabic translation, it must be done by a translator approved by the UAE Ministry of Justice. Ask the translator to show their official certification before paying. Unofficial translations — even if they look professional — are rejected at the RTA counter.

Eligibility Misrepresentation

Some online services claim they can convert “any licence” without a test. They cannot. If your country is not on the eligible list, no service provider can bypass the driving school requirement. Anyone claiming otherwise is not being accurate about what is possible.

Illustrative Field Scenarios: Licence Exchange Patterns in the UAE

Example scenario based on recurring UAE market patterns, not an actual documented case. A Filipino IT professional arriving in Dubai holds a valid Philippine driving licence. The Philippines is not on the RTA eligible list, so enrolment in a UAE driving school is required. Total cost including theory, yard, and road tests typically falls between AED 2,500 and AED 3,500 depending on the number of attempts. Processing from enrolment to licence issuance usually takes 4 to 8 weeks.

Example scenario based on recurring UAE market patterns, not an actual documented case. A Pakistani engineer arrives in Dubai and discovers that while Pakistan is not on the eligible list, he held a valid UK driving licence from a previous work assignment in London. Because the UK is one of the 20 exception countries (any nationality accepted), he can exchange his UK licence directly. He completes an eye test at an RTA-approved optician near Umm Ramool, submits documents online via dls.rta.ae, and receives his UAE digital licence the same day. Total cost: AED 1,040 (within the AED 1,010–1,050 range plus eye test). No test required.

Example scenario based on recurring UAE market patterns, not an actual documented case. A Romanian national relocating to Sharjah holds a Romanian driving licence. Romania is one of the 20 exception countries, so direct exchange applies. However, since she is in Sharjah, she applies via the Ministry of Interior MuroorKhous portal rather than the Dubai RTA. The eligible country list is the same at the federal level, but the fee and process differ from Dubai. She pays approximately AED 600 plus the eye test fee and receives confirmation within a few working days.

Q: I am Indian. Can I exchange my driving licence in Dubai without a test?
A: Not directly, unless you also hold a valid licence from one of the 20 exception countries (UK, Germany, USA, etc.) from a previous country of residence. India is not on the RTA eligible list. If you only have an Indian licence, you must complete the full UAE driving school programme — theory test, yard test, and road test — typically costing AED 2,000 to AED 4,000. Ask about the Golden Chance initiative when you enrol.
Q: I hold a UK licence but I am not British. Can I still exchange it in Dubai?
A: Yes. The UK is one of the 20 exception countries, meaning any nationality can exchange a valid UK licence for a UAE licence — regardless of your passport. No knowledge test or road test is required. Total cost in Dubai is AED 1,010–1,050 including the eye test. Apply online at dls.rta.ae or in person at any RTA Customer Happiness Centre.
Q: Will RTA keep my original foreign licence when I exchange it?
A: Only for certain countries, under bilateral agreements. The 20 exception countries do not require surrender — you keep your original. Countries where surrender is required include Albania, Belarus, Bulgaria, Croatia, Cyprus, Estonia, Greece, Hungary, Kyrgyzstan, Latvia, Lithuania, Montenegro, Serbia, Slovakia, Slovenia, Ukraine, China, and all GCC nationals exchanging GCC licences. If you plan to use the original licence in another country later, check your country’s re-issuance policy before submitting.
Q: Can Philippine licence holders convert their driving licence in the UAE without taking a test?
A: No. The Philippines is not on the UAE eligible list, so direct exchange is not available regardless of your driving experience. Philippine licence holders must enrol in a UAE-approved driving school and complete the theory test, yard test, and road test — typically costing AED 2,500 to AED 3,500 depending on the number of attempts. The only exception: if you also hold a valid licence from one of the 20 exception countries (UK, Germany, USA, etc.) from a previous country of residence, that licence can be exchanged directly instead.
Q: How long is my UAE licence valid after exchange, and what does renewal cost?
A: Your first UAE licence obtained through exchange is valid for 2 years (21 or older) or 1 year (under 21). Upon first renewal, it extends to 5 years for expatriate residents. A late renewal penalty of AED 10 per month applies after a one-month grace period. Renewal fees depend on the emirate — verify the current fee at the time of renewal through RTA, TAMM, or MuroorKhous as applicable.
Q: Can I apply for UAE driving licence conversion without a test online, or must I visit in person?
A: Both options are available in Dubai. Apply online at dls.rta.ae using your Emirates ID or UAE Pass — the digital licence arrives via the RTA app on the same day once documents are verified and fees paid. If your licence must be surrendered, one in-person visit to a Customer Happiness Centre is still required for that step. Abu Dhabi and the Northern Emirates have their own portals — TAMM and MuroorKhous respectively.
