Visitor vs Resident: The Rule That Catches Most Expats Off Guard
Visitors can drive on a valid foreign licence for the duration of their visit visa. No conversion needed. Residents — anyone holding a UAE residence visa and Emirates ID — must hold a UAE driving licence. The right to drive on a foreign licence ends the moment the residence visa is stamped.
An International Driving Permit (IDP) cannot be converted into a UAE licence. An IDP is a translation document for temporary use abroad. UAE residents cannot use it as a substitute for a UAE licence.

The Two-Part Eligibility Test
Most guides only mention the issuing country. The RTA actually checks two things together:
- Is the issuing country on the eligible list?
- Does your passport nationality qualify for that country’s entry?
For the 20 exception countries (see next section), any nationality qualifies. For all other countries on the list, only nationals of that country can exchange directly. This is the most common reason applications are rejected or sent for testing.

The same Indian national holding a valid Polish licence can also exchange directly — Poland is also an exception country. But that same individual holding a valid Bulgarian licence cannot exchange directly — Bulgaria is on the eligible list, but only for Bulgarian nationals.

Special Cases: Singapore and Texas
Singapore: Singaporean nationals are eligible, but must pass a knowledge (theory) test at an RTA-approved driving institute before exchange. No road test required. RTA lists the total fee for this route at AED 1,070 (knowledge test included) plus the eye test separately.
Texas: RTA lists Texas separately from the rest of the United States. A Texas-issued licence is nationals-only and covers light vehicles only. A US licence from any other state is open to all nationalities (exception country rule) and covers all categories.
Licences and Territories That Are Not Eligible
Even if the parent country is eligible, the following are specifically excluded by RTA:
- US territories: Puerto Rico, Guam, North Mariana Islands
- British territories: Jersey
- Learner or provisional stages: Canadian G1/G2, New Zealand restricted licences, and equivalent provisional categories from other countries
- Expired licences: Must be valid on the date of application
If Your Country Is Not on the List: Your Options
India, Pakistan, Bangladesh, the Philippines, Egypt, Nepal, Sri Lanka, and most other Asian and African countries are not on the eligible list. You must complete the full UAE driving school programme: theory test, parking/yard test, and road test. Total cost typically ranges from AED 2,000 to AED 4,000 or more depending on the number of test attempts.

UAE Licence Validity and Renewal After Exchange
Your first UAE driving licence obtained through exchange is valid for 2 years if you are 21 or older (1 year if under 21). Upon first renewal, the licence becomes valid for 5 years for expatriate residents. UAE and GCC nationals receive 10-year licences.

If you apply in person and your licence is not surrendered, you typically receive it on the same day — no gap period applies. If your original licence must be surrendered (see countries table), ask the RTA counter whether they can issue a temporary driving permit or processing receipt valid for road use. If no interim document is issued, do not drive until the UAE licence is in hand.
Scam Prevention: What to Watch For
🚨 Most Dangerous Trap: Unofficial brokers and typing centres in areas like Deira and Al Barsha sometimes offer to “handle” the licence exchange for a service fee of AED 300–800. The services they offer — submitting documents, translating, booking — are all things you can do yourself for free or at standard rates. More seriously, some of these brokers submit incorrect documents or use uncertified translators. An application with an uncertified translation is rejected immediately, and you lose the fee. Always apply directly at an RTA centre or through dls.rta.ae.
Translation Fraud
If your country requires an Arabic translation, it must be done by a translator approved by the UAE Ministry of Justice. Ask the translator to show their official certification before paying. Unofficial translations — even if they look professional — are rejected at the RTA counter.
Eligibility Misrepresentation
Some online services claim they can convert “any licence” without a test. They cannot. If your country is not on the eligible list, no service provider can bypass the driving school requirement. Anyone claiming otherwise is not being accurate about what is possible.
